The Associate Director and Deputy Title IX Officer - Investigations reports to the OPHD Director / Title IX Officer of the Office for the Prevention of Harassment and Discrimination (OPHD).
Under the general direction of the OPHD Director / Title IX Officer, the Associate Director is charged with significant responsibility for the implementation of complaint resolution processes utilized to respond to reports of harassment and discrimination of individuals in protected categories. The Associate Director will have primary responsibility for investigations conducted by OPHD, supervising and advising OPHD investigators. Drawing on a solid legal background and expertise in Title VI, Title VII, Title IX, and ADA compliance, the incumbent serves as a resource for matters pertaining to harassment and discrimination and assists the OPHD Director / Title IX Officer with the development of local policies and guidelines; mandated reporting; investigations and complaint resolution; and the development of associated training and briefings.
With the OPHD Director / Title IX Officer, the individual develops plans, goals, and objectives for the unit. This position also provides leadership for the execution and coordination of activities for the unit. At the direction of the OPHD Director / Title IX Officer, may assume responsibility for OPHD in the absence of the OPHD Director/ Title IX Officer and represent UC San Diego on behalf of the OPHD Director/ Title IX Officer on various campus and UC committees.
The Associate Director provides expert-level knowledge in a compliance specialty program, or multiple programs, including Title VII and Title IX. Ensures the location has comprehensive processes for investigations and coordinated responses for compliance programs. Works on most complex issues with limited or no precedence, where analysis of situations or data requires an in-depth evaluation of variable factors. May be recognized as an expert in the external industry.

QUALIFICATIONS
• In-depth and demonstrated knowledge of best practices and methodologies for conducting investigations, including interviewing, gathering and analyzing evidence, and writing investigation reports.
• Expert knowledge of the complexities of impermissible and unlawful discrimination and harassment, including sexual harassment and sexual violence, in the postsecondary setting. Advanced knowledge of federal and state laws and regulations, case law, and guidance related to harassment and discrimination in the educational and employment setting. Expert knowledge of state and federal laws, regulations and related policies regarding harassment and discrimination based on protected categories, including Titles VI, VII, IX; the Americans with Disabilities Act (ADA).
• Experience investigating sexual harassment or other equivalently sensitive allegations in an empathetic and confidential manner.
• Demonstrated competency and commitment to equity, diversity and inclusion. Demonstrated knowledge and understanding of the historical and social context of diversity, equity, and inclusion, and of the complexities of the intersections of various communities and demonstrated ability to translate that knowledge into practical applications, processes, policies, responses, and programs.
• Ability to handle large volume of cases and manage multiple assignments by effectively planning, organizing and prioritizing assignments with demanding time frames and deadlines.
• Demonstrated written and oral communication skills; skill building rapport in an open, friendly, and accepting way; attentive listener.
• Applies sound principles and standards in completing highly complex and technical assignments. Strong skills in and working knowledge of conflict resolution, problem-solving techniques, mediation skills and techniques, listening skills, screening, interviewing, advising and investigation. Strong analytical skills and the ability to assess and negotiate complex, highly sensitive situations.
• Experience developing policies and procedures in a complex organization. Exceptional skill in developing and delivering training and education programs about discrimination and sexual harassment. Ability to effectively conduct training and education programs, workshops, and other presentations for small and large groups, including senior academic and administrative leaders and their direct reports. Strong presentation and training skills to prepare, organize and present OPHD outreach, conflict resolution, and other training to groups.
• Excellent interpersonal skills to work with all levels of University personnel, including leadership and faculty, investigation complainants and subjects regarding sensitive matters. Ability to establish and maintain productive working relationships with campus administrators, staff, faculty and students. Ability to assist or consult with administrators, staff and faculty in assessing procedural, policy or ethical concerns in complex matters. Exceptional tact, diplomacy, discretion, professionalism, and judgment in the exercise of decision-making and higher- level communications.
• Ability to gather, organize, analyze, and report on issues and recommendations that are complex in nature. Ability to apply policy and legal concepts to issues. Analytical and critical thinking skills to extract and synthesize complex information from a variety of sources and to translate, define and summarize the information; experience researching and analyzing government regulations, policies, and other technical documents/reports for determination of impact on and possible application to policies and procedures with the ability to think logically and to identify anomalies, trends and potentially invalid information.
• Excellent skills in complex decision making on critical issues. Skills to focus on key issues to develop and implement necessary solutions and sound strategies to address complex problems.
• Excellent skills in presenting information in a thorough and complete manner. Expert writing cogent, objective and persuasive reports, and presenting analyses both orally and in writing.
• Ability to extract, verify, compile and develop recommendations related to ethics and compliance programs, issues, policies and procedures.

The selected candidate will be required to report known or suspected child abuse or neglect as defined by CANRA and will be required to sign a Statement Acknowledging Requiring to Report Child Abuse prior to commencing employment. CANRA Penal Codes and related definitions, requirements, and responsibilities may be obtained online.
• This position has been identified as a Campus Security Authority pursuant to the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act (Clery Act), and requires immediate reporting of Clery Act crimes occurring on Clery Act geography to the UC San Diego Police Department (UCPD). It is the responsibility of the CSA to ensure they obtain proper training in order to fulfill their reporting responsibilities as required by the Clery Act and University policy, and to complete and submit the required reports to the UCPD without delay.
