Utah Valley University is seeking an Associate General Counsel to provide legal guidance on a broad range of legal rights, obligations, and compliance matters. This position will play a key role in supporting the university-wide compliance program and advising on complex regulatory issues. Responsibilities include offering legal advice on topics such as consumer protection laws, the Drug-Free Schools and Communities Act, the Clery Act, public safety, disability law, privacy and data security, research compliance, conflicts of interest, and more. The role also involves assisting with policy development, investigations, hearings, trainings, and litigation, ensuring the institution remains compliant with evolving legal standards. Summary of Responsibilities

Compliance Counsel: Works on identifying, researching, monitoring, planning, and promoting statutory and regulatory compliance, including contributing to centralized compliance efforts, training, and providing legal support to various compliance centers at the university.

Drafts policies; reviews, prepares for, and advises university personnel on investigations and hearings.

Participates on committees, working groups, and other collaborative client-led efforts as General Counsel may direct. Coordinates with the Attorney General's Office. Manages outside counsel where applicable.

Performs other job-related duties as assigned.

Risk Counsel: Assist the Office of General Counsel in determining potential legal liability and settlement value of covered claims and advising on related litigation involving the University. This position will offer legal counsel to stakeholders on hazard risk treatment and transfer strategies, including managing release of liability, informed consent, and certificate of insurance forms.
Qualifications / Licenses / Certifications
A Juris Doctor degree from ABA-accredited law school is required. Must be licensed to practice law in Utah and in good standing with the Utah Bar. If licensed in another state, must be in good standing with the State Bar of that state (or those states) and willing and able to become licensed in Utah within 6 months.
Preferred Qualifications
Five (5) years or more of substantial and relevant experience practicing law.
Experience in some or all of the following: Experience managing institution-wide compliance; experience providing legal counsel on statutory and regulatory laws applying to higher education. Experience conducting investigations and/or in handling administrative hearings.
Excellent academic and professional credentials.
Specific experience representing colleges or universities is desirable but not required.
Licenses or Certifications
Must be licensed to practice law in Utah and in good standing with the Utah Bar. If licensed in another state, must be in good standing with the State Bar of that state (or those states) and willing and able to become licensed in Utah within 6 months.
Knowledge / Skills / Abilities
Knowledge
• Strong knowledge and demonstrated understanding of some or all of the following: compliance coordination, statutory and regulatory laws applying to higher education such as consumer protection laws, Drug Free Schools and Community Act, Clery Act, law enforcement and public safety, disability law, privacy, data security, sponsored research, conflicts of interest/ethics, protection of minors, research compliance, and legislative matters.
• Experience with administrative enforcement matters by the Department of Education and EEOC a plus.
• Experience with investigations and administrative hearings a plus. Knowledge of current and developing legal issues and trends in areas of expertise.
• Knowledge of insurance and insurance claims processes. Knowledge of Utah State Risk.
• Knowledge of tort law.
