Indiana University ("IU") seeks qualified candidates for the position of Director, Export Control, reporting directly to IU's Chief Research Security Officer. The Director will be responsible for leading a comprehensive export control compliance program for IU. The successful candidate will have the option to be based on campus in either Bloomington or Indianapolis.
Department-Specific Responsibilities
- Develops and directs organizational strategy for the IU Research Security Office's export control compliance operations for all IU campuses, including IU Bloomington, IU Indianapolis, IU School of Medicine, and the IU Regional Campuses.
- Develop and implement university-wide policies and procedures related to all relevant export control regulations.
- Develops and delivers a comprehensive training and outreach program for the IU community to foster a "culture of compliance" with export control regulations.
- Oversees day-to-day activities of RSO export control compliance operations.
- Manages and conduct performance reviews of employees on the RSO export control team.
- Interacts with, educate, and inform IU leadership, the IU community, and external individuals and groups on the mission, responsibilities, and operations of the RSO export control team
- Creates a relevant, innovative strategic plan for export control compliance activities at IU.
- Advises members of the IU community on export control issues such as international travel/shipments, deemed exports, and identification/handling of restricted persons.
- Reviews export control terms and conditions in sponsored program proposals, awards, and ancillary agreements.
- Coordinates efficient, effective processes to identify areas requiring export control review and analysis (including research activities; teaching; contracts/grants/sub-recipient awards; service agreements; material transfer agreements; fieldwork; and international visitor/exchange programs), and apply federal export control laws, regulations, and policies to those areas.
- Comprehensively prepares necessary applications for export control licenses when required and coordinate adherence to licensing terms and conditions.
- Conducts periodic quality assurance reviews of export control documents, processes, and procedures; investigate reported or suspected export violations as necessary; coordinate with other internal/external investigations into matters of non-compliance; formulate university responses to external reviews and findings; recommend and ensure an appropriate corrective action plan; collaborate with university legal counsel or outside expert counsel in the preparation of Voluntary Disclosures if violations are identified.
- Monitors compliance and assess the adequacy of compliance activities and programs throughout the research area or other related IU activities; periodically revise the compliance program to respond to regulatory or policy environment changes.
- Works closely with many key IU divisions, such as: IU Research, regarding all sponsored external research; IU Procurement Services regarding procurement and shipping/receiving; Office of the Vice President for International Affairs regarding international scholars, students, and visitors to the University; and Deans, regarding all non-sponsored internal research.
- Evaluates emerging compliance risks related to export control in higher education, research, and government, to develop solutions and provide guidance to senior leadership on solutions to support University objectives. Network with other university export control officers to keep apprised of emerging compliance issues and share best practices.
- Participates in appropriate professional organizations such as the Association of University Export Control Officers (AUECO).
- Assists with the development of international partnerships so that export control issues are adequately considered and addressed.
- Provides project support to the Chief Research Security Officer and assure timely and appropriate follow-through regarding any export control matters that arise.

General Responsibilities
- Provides high level of operational leadership and coordination of assigned staff members to define and ensure adherence to and export control methodologies and standards; provides direction and guidance on high priority export control reviews/initiatives.
- Develops, implements, and maintains export control policies and procedures in accordance with university, state, and federal regulations related to export control regulations under periodic quality assurance.
- Manages high level assignments and allocation of resources, including negotiating and coordinating initiatives that involve staff in other departments/areas/teams.
- Provides oversight for the development, implementation, and documentation of appropriate training and education in export control.
- Establishes short-term business plans and long-term operational objectives, including managing project timelines/deliverables to support the Chief Research Security Officer while developing resource plans for export control program initiatives.
