Samantha Hill is Associate General Counsel at the University of Oregon, in Eugene, where her practice includes providing legal advice and counsel to the Division of Student Life and to Academic Affairs. Prior to assuming her current position in 2013, she served as Assistant General Counsel at Oregon State University and as an attorney for the U.S. Department of Education's Office for Civil Rights in Atlanta, Georgia. Before transitioning to higher education law, she was a general litigation and trial practice associate at Alston & Bird, LLP, in Atlanta, Georgia. She is licensed to practice law in Georgia, Louisiana, and Oregon, and holds a B.A. from the University of Alabama, an M.A. from the University of British Columbia, and a J.D. from Tulane University School of Law.

Marla Morgen is Senior Associate General Counsel for DePaul University. In her position, Marla provides legal counsel on a wide-variety of areas such as student conduct, sexual and relationship violence/Title IX, speech and expression issues, campus safety, student activities, housing, disability issues, student welfare/mental health, academic integrity, international programs, admissions, employment, diversity, public relations, and experiential education. Marla currently chairs DePaul's Sexual and Relationship Violence Prevention and Response Working Group. Previously, Marla has chaired or had leadership roles in groups such as DePaul's Freeh Report Task Force, a cross-functional working group charged with implementing policies and procedures regarding minor children, and a Speech and Expression Task Force that developed university guidelines for speech and expression. From 2011-2012, Marla also served as Senior Policy Advisor to the Interim Vice President for Public Relations and Communications. In that role she assisted with managing the University's media and communications function, with a focus on issues management and crisis response. Marla is a frequent presenter on issues such as sexual violence and Title IX; servicing students with disabilities; and experiential education, particularly internships. Prior to joining the legal team at DePaul in 2006, Marla worked as a litigator at the Chicago law firm of Goldberg Kohn and served as a Law Clerk to the Honorable Judge Milton Shadur on the federal court for the Northern District of Illinois. Marla received her J.D. from the University of Michigan and received her B.A. in American History from Northwestern University.

Jeffrey J. Nolan's litigation and counseling practice with Dinse, Knapp & McAndrew, P.C. (www.dinse.com) focuses on: representing employers and institutions of higher education before courts and administrative agencies in employment and student-related matters; advising employers and institutions of higher education on the resolution and legal implications of employment and student-related issues; and assisting employers and institutions of higher education in the development and implementation of appropriate policies, handbooks and training programs. He often provides training for and consults with clients around the country regarding campus threat assessment, workplace violence prevention, sexual violence prevention and response, and ADA issues. Mr. Nolan is admitted to practice in Massachusetts, New York and Vermont. In 2014, Mr. Nolan worked with a team assembled by the U.S. DOJ's National Center for Campus Public Safety to develop the curriculum for the trauma-informed sexual assault investigation and adjudication training program that is mentioned in the First Report of the White House Task Force to Protect Students from Sexual Assault. Mr. Nolan is a faculty member for pilot presentations of the resulting curriculum that were presented throughout the U.S. in 2014 and 2015, and will be a faculty member for presentations of the final curriculum in 2016. In 2009-2011, Mr. Nolan participated as a subject matter expert in the development of the curriculum for a U.S. DOJ-funded program on best and promising practices for campus threat assessment teams, and co-presented that program at 10 locations throughout the country. Mr. Nolan is listed in Chambers & Partners America's Leading Lawyers for Business in the area of Labor and Employment law, in The Best Lawyers in America in the area of Labor and Employment law, which named him a "Lawyer of the Year" for 2016.
