Speaker Biographies

Ellen Babbitt
Ellen Babbitt is an attorney practicing with the Chicago firm of Franczek Radelet P.C. and concentrating in the representation of colleges and universities. In the course of her 30 years of practice, Ms. Babbitt has helped many institutions address the difficult employment challenges arising from tenure denials, dismissals for cause, financial exigency declarations, and program closures. She also works extensively with higher education clients to draft handbook language, procedures, and policies that may help institutions avert disputes following significant strategic or academic decisions. She has served as Illinois counsel for United Educators Insurance. She has published articles, compendia, and NACUANOTEs addressing legal and governance challenges that arise during academic decision-making, and she also presents frequently at NACUA conferences, the ACE Institute for New Chief Academic Officers, and other programs offered within the higher education community.  She previously served on the NACUA Board of Directors.

As leader of Husch Blackwell LLP’s education team, Hayley Hanson advises on compliance, litigation, and governance issues involving student aid, accreditation, governance, privacy, campus crime, state licensure, distance education, faculty, students and general employment.  She represents educational institutions exclusively, with a dedicated focus on higher education.  In addition to regularly updating and training clients on their evolving obligations, Hayley counsels on, investigates, and litigates disputes arising from federal statutes, including Title IX, Title IV, Title VI and Title VII, the Clery Act and the Americans with Disabilities Act. She assists clients with risk management and compliance through legal compliance audits and the development of systems, policies and procedures. Hayley also serves as outside general counsel to more than 20 public and private institutions of higher education, including schools of nursing and allied health.  

  
Howard Kallem Headshot
Howard Kallem is the Director of Title IX Compliance for Duke University.  He had previously held a similar position as Title IX Compliance Coordinator at the University of North Carolina at Chapel Hill.  Before that, he was Chief Regional Attorney for the Office for Civil Rights, U.S. Department of Education, D.C. Enforcement Office for 16 years and in OCR’s policy office for 4 years.  He took a year off from his position as Chief Regional Attorney to work as a Senior Equal Opportunity Specialist with the Office of Equity and Diversity Services at George Mason University in Virginia.  Previously, he was with the U.S. Equal Employment Opportunity Commission for 14 years, and was in private legal practice before that.  He has worked extensively with issues such as sexual and racial harassment, testing, and meeting the needs of students with disabilities.
