Speaker Biographies

Paige Duggins-ClayPaige Duggins-Clay is an attorney at Husch Blackwell. Her practice includes litigation, investigations, training and compliance with state and federal laws, with a focus on equity issues and organizational response to misconduct. Recognizing the complicated ways misconduct impacts individuals and communities, Paige has also trained as a restorative-justice practitioner. In addition, Paige helps educational institutions fulfill their missions by providing guidance on day-to-day operations, including student affairs, accreditation and labor and employment issues.

Prior to joining Husch Blackwell, Paige worked as a legislative aide and policy analyst to Texas State Senator Judith Zaffirini. She also serves fellowships for the Texas Civil Rights Project and the Mexican American Legal Defense and Educational Fund. She also worked as a law clerk for Justice Jeff Boyd on the Texas Supreme Court and as an intern for Judge Lee Yeakel in the U.S. District Court for the Western District of Texas. Paige was recently named an “Up and Coming Lawyer” by the Austin Black Business Journal.

 


Patricia PetrowskiPatricia Petrowski currently serves as Associate Vice President and Deputy General Counsel in the Office of the Vice President and General Counsel at the University of Michigan.  In that role, Patricia helps to oversee 14 attorneys and five paralegals and provides legal support to the University on a broad range of issues including Title IX and the Clery Act.   Prior to joining the Office of the Vice President and General Counsel, Patricia was a partner with a large Chicago law firm, where she worked from 2000-2014.  As a partner in the firm's complex litigation group, she litigated, arbitrated, and tried cases involving a variety of subject matters, with significant experience representing major research universities and academic medical centers. Patricia received a J.D. degree from the University of Michigan Law School. She received a bachelor's degree with High Honors in Political Economy from Michigan State University and was elected Phi Beta Kappa.  

 

 


Joshua Richards

Joshua W. B. Richards is a partner in the Philadelphia office of Saul Ewing Arnstein & Lehr, where he is the Vice-Chair of the firm’s Higher Education Practice. Josh helps colleges and universities address legal issues through counseling, litigation, appeals and strategic responses to government enforcement, providing advice to his clients on a wide range of matters involving Title IX and the Clery Act, employment disputes, student conduct, faculty relations, board governance, financial exigency, data security, accreditation, minors on campus, and civil tort claims, including student death and abuse matters.

Prior to joining Saul Ewing, Josh served as a Litigation Associate at Dechert LLP and was a Law Clerk for The Honorable Norma L. Shapiro, United States District Judge for the Eastern District of Pennsylvania.

Josh is a Trustee of Peirce College in Philadelphia, PA. He currently serves on the Committee on Program for the NACUA Annual Conference and in the past served two years as a member of the NACUANOTES Editorial Board. He has attended twelve NACUA programs, speaking at three and he also served as a speaker for a NACUA webinar as well as a NACUA briefing.

Josh received his B.A. from Middlebury College and his J.D. from the University of Pennsylvania.
