William J. (Bill) Mullowney, a member of NACUA since 1985, has served as Vice President for Policy and General Counsel at Valencia College in Orlando, Florida since 1994. Prior to that, he served as College Counsel for Whittier College and as University Ombudsman at University of Miami, and was an associate at the firm of Rosen & Switkes. Bill previously served as an at-large member on the NACUA Board of Directors from 2001 to 2005, and as its Secretary from 2007 to 2010, and as its Chair from 2013 to 2014. He has also served as Chair of the Annual Program Committee, as Chair of the Committee on Membership and Member Services, as Chair of the Committee on Board Operations, as Chair of the Committee on Nominations and Elections, as Chair of the Task Force on Eligibility of For-Profit Institutions as Members, as Vice Chair of the Committees on Strategic Planning, and as Chair and Vice Chair of the Committee on Honors and Awards.
He has attended and/or spoken at NACUA meetings on a regular basis during his membership. In addition to his NACUA leadership and service, Bill also serves on the American Association of Community College’s Legal Advisory Group and its Advocacy Advisory Group, the United Educator’s Legal Advisory Committee, and the Board of Directors of the Association of Florida Colleges. He is a Florida Bar Board Certified Specialist in Education Law and serves on its Education Law Committee, and provides legal counsel to the Florida College System Council of Presidents. He also designed and implemented The Community College Conference on Legal Issues, a national program focused on a key sector of public higher education, now in its tenth year. Bill received his B.B.A. degree from the University of Miami, and his J.D. and LL.M. degrees from the University of Miami School of Law.
In addition to his extensive NACUA leadership and service, Bill also serves on the Board of the Association of Florida Colleges, is a Florida Bar Board Certified Specialist in Education Law, and serves on its Education Law Committee, and provides legal counsel to the Florida College System Council of Presidents.
Bill has a long and impressive history of service to NACUA. He always reaches out to new members to make them feel welcome and encourage their participation in the association. Those who know Bill are grateful to count him among their colleagues.
