Position Focus:

Under the direction of the Office of the Provost and the Chair and Director of the University-Wide Committee on Sexual Misconduct (UWC), the Associate Director of the UWC oversees the preparation for and conduct of UWC cases assigned to the Associate Director by the Director and/or the Chair of the UWC. In this capacity, the Associate Director serves as primary liaison to UWC members, parties, advisers, panelists, investigators, and decision-makers.  As directed by the Director and Chair of the UWC, the Associate Director also serves as a liaison of the UWC to the Title IX Coordinators, SHARE Center, Office of General Counsel, Yale Police Department, all Yale schools, and other relevant University bodies; and assists with compliance efforts, including Title IX reporting.  In this role, the Associate Director assists in managing the UWC caseload and resolution processes.  This role will also organize, attend and manage assigned UWC hearings; determine the UWC’s jurisdiction to hear complaints; recommend informal measures to protect or support parties; and collect and deliver confidential documents. In addition, this position is responsible for advising and coordinating on reports and appeals of complaint hearings, as well as UWC recordkeeping including records of complaints received, actions taken, primary and supplementary documents and evidence, investigation reports, minutes, and decisions and appeals in assigned cases.  In addition, the Associate Director facilitates the alternative resolution of UWC complaints as directed by the Director and Chair of the UWC. Occasional evenings and weekends. Available to adjudicate and hear cases in summer months. Be consistently and predictably available and be able to respond to urgent questions and concerns related to on-campus issues concerning sexual misconduct.

Essential Duties

1. Leads on management of UWC process for assigned matters. This includes: managing confidential correspondence with parties, advisers, panelists, investigators, and decision-makers; reviewing supporting documents and evidence for hearings, and transmitting same to panelists, parties, and investigators.2. Advises the investigator in the preparation of their report.  This includes: facilitating access to parties, witnesses and evidence; ensuring compliance with best practices; and reviewing and advising on the investigator’s report for accuracy, fairness, and thoroughness.3. Organizes, attends, and administers assigned UWC hearings. This includes: securing forums; coordinating schedules of panelists, parties, and witnesses; preparing written protocols for all hearings, including identifying university policies allegedly violated; keeping minutes of all hearings; advising panelists on UWC procedures; and identifying and informing panelists of penalty precedents.   4. Leads on management of reports and appeals of hearing outcome decisions. This includes: working with other applicable disciplinary bodies, including the Yale College Executive Committee, to apply relevant precedents; reviewing and advising on the writing and editing of UWC panel reports and appeal decisions for accuracy, fairness, and thoroughness; and, working with applicable appeals officer to coordinate appeals.5. As a chief correspondent with the parties, panelists, etc., in assigned cases, tracks UWC deadlines and ensures they are met.6. Responsible for UWC recordkeeping including records of complaints received, actions taken, primary and supplementary documents and evidence, investigation reports, minutes, and decisions and appeals in assigned cases.  7. Responsible for reporting disciplinary outcomes to the appropriate university officials charged with recording such information.8. Ensures compliance with university, federal and state regulations as they apply to the UWC.9. Actively recruits and assists with retention of new UWC members and advisers.10. Oversees and facilitates the alternative resolution process as assigned by the UWC Chair and/or Director.11. Assists in managing the administrative support needs of the UWC project coordinators and provides assistance and recommendations to improve office operations.12. Develops and maintains UWC database of cases and precedents to ensure all records are accurate and current.13. Develops, maintains and updates UWC website, a primary form of outreach to the university about the UWC procedures and process.  Reviews analytics to assess efficacy of the site.14. Collaborates to organize and provide trainings and continuing education of UWC members and applicable others (e.g., UWC members, advisers, hearing officers, and investigators).15. Serves on the Title IX Steering Committee.  Participates in weekly meetings of UWC chair, director and project coordinators, monthly meetings with Title IX office and monthly meetings with SHARE.  Identifies opportunities for collaboration with other University offices and departments, e.g., Yale College Dean’s Office, Athletics, Office of the Registrar, and Mental Health.16. Performs other duties as assigned (including presentations on UWC policies and procedures for university community).

Required Education and Experience

Minimum requirement of Bachelor’s Degree in related field and six years of experience or an equivalent combination of education and related experience.

Required Skill/Ability 1:

Strong ability to communicate effectively and sensitively with internal and external parties, including the UWC Chair, the UWC Director, parties to the hearings, advisors, panelists, investigators, decision makers, faculty, staff, students, the Title IX Office and members of the Office of the General Counsel.

Required Skill/Ability 2:

Demonstrated ability in exercising sound judgment, initiating and seeing tasks through with minimal supervision.

Required Skill/Ability 3:

Ability to identify and solve problems with multiple stakeholders, to make decisions regarding procedural matters, engagement in resolution of UWC matters, and absolute discretion in consultation with University bodies and the press, and appropriate engagement of Office of the General Counsel.

Required Skill/Ability 4:

Demonstrated writing skill; capable of accurately and succinctly describing relevant policies, procedures, and exceptions to UWC parties, panelists, and applicable others, while avoiding procedural error. Applied experience with MS Word, Excel, Acrobat, and PowerPoint is also required.

Required Skill/Ability 5:

Strong ability to prioritize work, multi-task, and meet deadlines in a team-centered, time-sensitive environment.
Ability to maintain the strictest levels of confidentiality and adherence to the highest ethical standards.

Preferred Education, Experience and Skills:

Counseling degree, law degree or paralegal certification preferred. Experience with federal or other compliance management, particularly in the Title IX context, or management of legal procedures preferred. Experience working on issues of sexual misconduct with college-age population preferred. Training and certification as a facilitator of restorative justice or practices preferred.
