The Office of the Vice President for Research & Innovation (OVPRI) promotes excellence in research at the University of Oregon. Research, both basic and applied, is fundamental to the mission of the University and is essential to Oregon’s economic and civic vitality. The Office is committed to enhancing these efforts by providing administrative and financial support for sponsored programs, including identification of funding opportunities, proposal submission, research compliance, and contracts and grant administration.

OVPRI supports interdisciplinary research centers and essential core facilities and emboldens innovation and economic development through strategic partnering and technology transfer initiatives. The UO has a long tradition of interdisciplinary research that continues through the production of new knowledge and innovative solutions to society’s grand challenges.

Research Integrity is the central research unit helping members of the campus community navigate complex federal and state research compliance regulations and university policies to mitigate undue influence in research. That influence can be in the form of conflicts of interest (financial or otherwise), conflicts of commitment, or foreign influence requiring export controls. Research Integrity offers guidance, education, and technical assistance to the campus community.

Position Summary

The Conflicts of Interest & Commitment Administrator is an member on a team of professionals in Research Integrity dedicated to supporting UO research through excellent customer service. The Conflicts of Interest & Commitment Administrator serves as a detailed subject matter resource in conflicts of interest and commitment.

The Conflicts of Interest & Commitment Administrator is responsible for facilitating reviews of disclosures and sponsored projects for conflicts of interest and maintaining essential regulatory documentation. This position must apply in-depth knowledge to evaluate and interpret materials for regulatory compliance and ethical best practices. This position leads and guides the UO’s Conflict of Interest in Research Committee in partnership with the committee chair.

The Conflicts of Interest & Commitment Administrator leads monitoring activities in support of the unit program areas. Responsibilities include delivering trainings, conducting post approval monitoring and internal QI/QA initiatives to foster research integrity. The position serves as a resource to the research community, research administration colleagues and other stakeholders providing consultation via phone, email, and in-person. The Conflicts of Interest & Commitment Administrator has knowledge of regulations and best practices and is expected to maintain current knowledge and further develop content expertise as the field evolves.

This is a full-time position that reports directly to the Associate Director for Conflicts of Interest and Export Controls. The position operates with independence in their daily work with minimal supervision. The position is responsible for synthesizing complex compliance processes and communicating with campus constituents collaboratively. The Conflicts of Interest and Commitment Administrator must adhere to established processes, procedures, and guidance based on federal, state, and institutional regulations and policies as well as best practices in research compliance and integrity. The position recommends procedural improvements or policy changes to the associate director.

Minimum Requirements

Conflicts of Interest & Commitment Administrator Level 2:
• Bachelor’s degree
AND
• Four (4) or more years of professional experience focused on research administration; research compliance and integrity, other regulatory compliance and/or in an active research setting.
OR
• Six (6) or more years of professional experience focused on research administration, research compliance and integrity, other regulatory compliance in an active research setting.

SENIOR Conflicts of Interest & Commitment Administrator:
• One professional certification related to position such as Certified IRB Professional (CIP), Certified IRB Manager (CIM), CCRA, CRA®, CPRA® is required (ability to sit for exam within 1 year of hire may be considered)
AND
• Bachelor’s degree
AND
• Six (6) years of professional experience focused on research administration, research compliance and integrity, other regulatory compliance and/or in an active research setting
OR
• Eight (8) years of professional experience focused on research administration, research compliance and integrity, other regulatory compliance in an active research setting.

Professional Competencies

• Demonstrated proficiency and high-level technical expertise in a broad range of research administration areas, including but not limited to in-depth knowledge of the federal regulatory framework governing human subject research, conflicts of interest, research misconduct, and/or responsible conduct of research
• Effective communication
• Excellent organizational skills and ability to set appropriate priorities between multiple concurrent tasks
• Ability to work independently in a high-volume environment to manage and prioritize large task lists and deadlines
• Solutions-oriented customer service and ability to work effectively in a team-based setting; detail and outcomes focused
• Ability to exercise sound, independent judgment when completing complex assignments; ability to assess risk level and contact appropriate parties as needed

• Demonstrated ability to work effectively and collaboratively with research community, including faculty, staff, and students from a variety of diverse backgrounds

Preferred Qualifications

• Advanced Degree or demonstrated experience in public policy, law, research ethics, or related field
• 2 or more years of experience in any of the following:
o Experience working in a research-intensive institution of higher education
o Experience working to review and/or manage conflicts of interest or commitment
o Experience working with support programs for research integrity/responsible conduct of research
• Experience with clinical trials
• Responsible for the conduct of research
• Experience writing and/or interpreting research policy
• Experience in a team-based professional setting and working with constituent groups
• Experience with federal reporting criteria and submission systems
• Experience using database systems and managing electronic information
• Knowledge of and ability to apply federal, state, and university regulations, policies, and guidance documents
• Understanding of stock options, consulting agreements, and other corporate documents related to research and analysis of potential conflicts of interest
