SUMMARY

The University of Dallas is currently seeking a Compliance Officer who under the general direction of the Vice President for Finance and Administration will oversee the University’s compliance with federal and state laws and regulations and with other obligations imposed by government and other oversight agencies. In addition, this position will coordinate activities related to legal and regulatory compliance, coordinate with affected staff and offices to mitigate compliance risks, and execute contract review and approval on behalf of the University.

PRIMARY RESPONSIBILITIES

  • Develop and communicate compliance strategies, goals and objectives university-wide.
  • Research compliance issues to inform the development of standardized processes and procedures that support adherence to legal and regulatory requirements.
  • Identify areas of vulnerability and risk, and coordinate with affected staff and/or offices to evaluate and manage risk. 
  • Respond promptly to identified compliance issues; develop and implement corrective actions and report outcomes to the Vice President for Finance and Administration.
  • Develop and maintain a compliance calendar to serve as a centralized source for regulatory changes and their effective dates; develop and implement processes to ensure adherence to the compliance calendar.
  • Establish control mechanisms to ensure compliance with legal and regulatory requirements.
  • Develop and maintain a system of performance benchmarks for compliance; regularly evaluate and report findings to the Vice President for Finance and Administration.
  • Review current recordkeeping practices and policies and revise as necessary to develop and promote processes that enhance the University’s compliance function.
  • Establish and maintain working relationships with regulatory agencies to ensure proper documentation is maintained and submitted in a timely fashion.
  • In collaboration with other offices including the Office of Human Resources, provide direct training and written training materials related to legal and regulatory requirements and compliance expectations.
  • Prepare, review, and approve contracts and memoranda of understanding; oversee continued implementation of the University’s contract repository, DocuSign.
  • Manage university’s insurance program under supervisor’s direction.

MINIMUM REQUIREMENTS

  • Bachelor’s degree.
  • In dept knowledge of the legal and regulatory environment for private institutions of higher education or comparable professional experience.
  • Knowledge of legal and regulatory obligations pertaining to higher education (e.g. HEA, HEOA, Title IX, ADA, FERPA, HIPPA, Clery Act, Campus SAVE Act).
  • Strong oral and written communication skills, and ability to communicate legal and regulatory issues in a clear and concise manner to a wide range of constituencies.
  • Demonstrated ability to prepare, review, and approve contracts.
  • Demonstrated ability to work through formal and information channels to plan and implement initiatives.

PREFERRED QUALIFICATIONS

  • J.D. degree.
  • Two years of experience in the analysis, interpretation, or application of local, state, and/or federal regulations or policies.
  • Relevant practical experience with institutional compliance in a higher education environment.
